Lot's of photoshop for one. The base image is a close-up of an old plexiglas "ON AIR" sign from a radio station I once worked at. The moon is a daytime shot from a couple of weeks ago.
Three layers. Bottom is original AIR. Middle is Moon. Top is Gaussian blurred AIR. Top layer is using some percent of overlay blending. The moon layer (which is only moon, no background) is using a lighten blend.
The moon was also scaled larger quite a bit, which gives it the grainy feel.
